3. Target Audience: Youth aged 15 to 18 who meet one of the following criteria:
(1) Youth who have graduated from junior high school (completed their studies), have not pursued further education, are currently unemployed, have an uncertain career path, and require transition support (primary service recipients).
(2) Youth admitted to senior high school but have not yet registered.
(3) Youth who have dropped out of senior high school or are unable to continue their studies stably, and are currently unemployed.
