Description:
I. In conjunction with the Executive Yuan's promotion of the 2030 Bilingual Policy and the Ministry of Education's promotion of the Higher Education Deep Cultivation Project
and the Bilingual Learning Project for College and University Students (BEST) and the Twelve-Year Basic Education Curriculum
New Curriculum Guidelines, the Department of Industrial Education of our university, in collaboration with GLAD Global Learning and Assessment Development Center in the United States,
uses competitions to promote learning and application, and utilizes
international competency standards to promote practical and applied internationalization of talent in higher education and vocational education in our country,
and promotes English proficiency for elementary and secondary school students in life and workplace exploration. Therefore, this
competition and teacher enhancement workshop are specially organized. We cordially invite your university's teachers and students to actively register and participate.
II. This year, we continue to invite the National Taiwan Science Education Center, the New Taipei City Government Department of Education,
the Taipei City Government Department of Education, the Taoyuan City Government Department of Education, the Taichung City Government
Department of Education, the Kaohsiung City Government Department of Education, the Yunlin County Government Department of Education, and the Hsinchu City
Government Department of Education, and other county and city education bureaus to jointly organize this event, accelerating the promotion and implementation of bilingual
education and foundational international education capabilities.
III. Participants and Eligibility: Currently enrolled students in universities (colleges), high schools (including vocational high schools), and junior high schools (each participating student must have a supervising teacher),
and current school teachers.
IV. Competition Categories and Content:
(I) Junior High School Group: Practical English Listening and Dictation, Professional English Vocabulary, General
English Vocabulary, and English Grammar and Dictation.
(II) High School/Vocational Group: Professional English Vocabulary (newly added Professional English Speaking Tests),
Professional English Listening and Dictation, Japanese Vocabulary,
General English Vocabulary, and English Grammar and Dictation.
(III) University/College Group: Professional English Vocabulary (newly added Professional English Speaking
Tests), Professional English Listening and Dictation, Japanese
Vocabulary, and English Grammar and Dictation.
(IV) Teacher Group: Professional English Vocabulary (newly added Professional English Speaking
Tests), Professional English Listening and Dictation, and English
Grammar and Dictation.
V. Please inform your affiliated schools (universities/colleges, high schools/vocational schools, junior high schools) teachers and students to participate.
VI. Competition Method:
(I) A three-tiered competition system will be adopted: school-level, regional finals, and national finals. Each school (or department) must first conduct a school (or department) internal competition or assessment.
10% of the participating students will be selected and must also possess international English and Japanese proficiency certificates of the same category to qualify for the regional finals. Teachers can directly qualify for the regional finals.

(III) The champions and runners-up of the corresponding events or subjects in the English Elite Cup organized by each county and city government in the current year are eligible to directly advance to the national finals.
VII. Registration Method:
(I) School-level competitions can be applied for directly to the competition organizing committee starting from September 1, 2026. The competition dates will be determined by the deadlines for regional competitions.
(II) Regional finals are divided into five regions. The registration and competition dates and locations for each region are as follows (if there are any changes, the updated information on the website will prevail):1. East Region: National Yilan University, scheduled for November 14, 2026 (Saturday). School-level competitions in this region must be completed by October 25, 2026, and regional registration closes on October 30, 2026.
2. Central Region: Central Taiwan University of Science and Technology, scheduled for November 21, 2026 (Saturday). School-level competitions in this region must be completed by November 1, 2026, and regional registration closes on November 6, 2026.
3. North Region 1: St. Francis University, scheduled for December 5, 2026 (Saturday). School-level competitions in this region must be completed by November 15, 2026, and regional registration closes on November 20, 2026.
4. North Region 2: De Lin Institute of Technology, scheduled for December 12, 2026 (Saturday). School-level competitions in this region must be completed by November 22, 2026, and regional registration closes on November 27, 2026.
5. South Region: Cheng Shiu University, scheduled for December 19, 2026 (Saturday). School-level competitions in this region must be completed by November 29, 2026, and regional registration closes on December 4, 2026.
6. The national finals are scheduled for January 2027 and will be announced separately or on the website.
(III) Teacher Enhancement Workshop Registration: To improve teachers' bilingual teaching skills and to understand the key events and content of this year's competition, three teacher enhancement and competition briefing workshops will be held. One of these will be for examiner training. Each workshop is expected to last 2 hours (examiner training including assessment will be 3 hours). The workshops will primarily be conducted online (Google Meet), with in-person sessions added as needed. Please register at least two days before each workshop.

VIII. Please notify the relevant English (Japanese) teachers, professional subject teachers (including department heads), and relevant teaching centers or offices of your university's departments and incorporate this into your semester activity calendar.
IX. To enhance the assessment quality and smooth execution of this competition, please encourage teachers in your university who possess international examiner qualifications in professional English (Japanese) to participate in the examination activities and grant them official leave.

XI. Based on self-directed learning and using competitions to promote learning and assessments to promote learning, this competition provides diverse online and offline learning and assessment resources and introductory operation videos for professional English (Japanese). We kindly request your university to encourage teachers and students to download the software from the competition website and make good use of the learning resources for practice at school or at home.
XII. In the event of natural disasters, accidents, pandemics, or other unforeseen circumstances, this competition (including teacher enhancement workshops) will be handled in accordance with the regulations of the relevant authorities. If necessary, the event may be conducted remotely online, postponed, or canceled.
XIII. Please inform your university's teachers and students to participate and grant them official (business) leave for participation. Organizers, participants, teachers, and students will be awarded and publicly recognized according to regulations.

研習(Google Meet)為主(實體研習視情況增加),請於各
