Subject: Revision of the "Implementation Guidelines for Class Arrangements, Make-up Classes, and Substitute Teaching for Absences of Teachers in National Senior High Schools and Below," effective October 10, 2025. Please be informed.
Details:
1. In accordance with the provisions of Article 14, Paragraph 2 of the "Teacher Leave Regulations."
2. To safeguard teachers' physical and mental health and foster a friendly campus work environment, the Ministry revised and promulgated the Teacher Leave Regulations on October 8, 2025, adding a "Mental Health Adjustment Leave" for teachers. This leave grants 3 days per academic year, which can be calculated by the hour. It will be counted as personal leave and does not require supporting documentation. Schools shall not refuse this leave or impose any other disadvantageous measures.
3. To encourage teachers to make good use of their Mental Health Adjustment Leave, the hourly rate for substitute teaching for classes missed due to this leave by teachers in national senior high schools and below under the Ministry's jurisdiction has been negotiated and added as a proviso to subparagraph 2 of paragraph 3 of the aforementioned guidelines. The academic affairs office shall appoint qualified personnel for substitute teaching and disburse the corresponding hourly fees.
4. Attached are the revised "Implementation Guidelines for Class Arrangements, Make-up Classes, and Substitute Teaching for Absences of Teachers in National Senior High Schools and Below" and a comparison table of the revisions, each in one copy. For contract teachers employed in national senior high schools and below for more than 3 months, the handling methods and procedures for classes missed due to absences and substitute teaching fees shall apply mutatis mutandis to the aforementioned guidelines.
5. Please ensure that each school handles the methods and procedures for classes missed due to absences and substitute teaching fees in accordance with the aforementioned guidelines.
