The Ministry of Health and Welfare reiterates that personnel from various agencies (organizations) shall, within 24 hours of becoming aware of a suicide attempt while on duty,
report it through the suicide prevention reporting system in accordance with the "Suicide Prevention Act".
I. In accordance with Article 11, Paragraph 1 of the "Suicide Prevention Act" (hereinafter referred to as the Act), Article 13, Paragraph 1 of the Enforcement Rules of the Act, and the Ministry of Health and Welfare's letter No. 1140153698A dated December 26, 114,
and the Ministry of Education's letter No. 1140137526 dated January 5, 115, the following is carried out.
II. Article 11, Paragraph 1 of the Act stipulates that the central competent authority shall establish a suicide prevention reporting system for medical personnel, social workers, long-term care service personnel,
school personnel, police personnel, fire personnel, correctional institution personnel, village/neighborhood chiefs, village/neighborhood secretaries, and other relevant personnel to report
suicide attempts. Furthermore, Article 13, Paragraph 1 of the Enforcement Rules of the Act stipulates that personnel specified in Article 11, Paragraph 1 of the Act
shall, within 24 hours of becoming aware of a suicide attempt, carry out the reporting procedures through the suicide prevention reporting system established by the central competent authority. This is stated for the record.
III. The scope of personnel listed in Article 11, Paragraph 1 of the Act, according to the explicit wording and legislative intent of the article, includes the 9 categories of medical personnel, etc., listed as examples, as well as personnel from other unspecified
agencies or organizations. Therefore, please inform all schools to notify relevant personnel that within 24 hours of becoming aware of a suicide attempt while performing their duties (work),
they shall, in accordance with the law, report through the suicide prevention reporting system (website: https://sps.mohw.gov.tw/Account/IndexInform) to enhance the overall effectiveness of suicide prevention
in our country.
IV. Should your school's relevant personnel have any questions regarding the specific types of suicide attempts and reporting procedures stipulated in the Act, please directly contact the local county or city government's health bureau.
